Solar panels are sold on a 25-year performance warranty, so most buyers never think past installation day. But India's solar boom — driven by PM Surya Ghar and state subsidy schemes — means lakhs of panels installed in the 2010s and 2020s will start reaching end-of-life over the next decade, and the rules for what happens to them are changing right now.
In June 2025, the Central Pollution Control Board (CPCB) issued draft guidelines for the storage, handling, and transport of discarded solar PV modules, bringing them formally under the E-Waste (Management) Rules, 2022 framework. This guide explains what that means in plain terms, and what to check before you buy a system in Tamil Nadu.
What's Actually Changing
Solar PV modules were already classified as electronic waste under the E-Waste (Management) Rules, 2022, but until 2025 there was no detailed operational guidance on how discarded panels should be stored, handled, and transported. CPCB's June 2025 draft guidelines fill that gap.
Key points:
- Registration and SOP compliance — manufacturers, bulk consumers, and recyclers handling discarded solar PV modules must register and follow standard operating procedures for storage, handling, and transport.
- Storage permission mandate — facilities storing discarded modules need explicit storage authorization, with the compliance framework extending through FY 2034-35, reflecting how far out India's first wave of large-scale solar installations (2010-2015) will reach true end-of-life.
- Not yet under standard EPR recycling targets — unlike many other e-waste categories, solar PV waste (classified under category CEEW 14) is currently exempt from the numeric EPR recycling-target regime. The June 2025 guidelines focus on safe storage and handling infrastructure as a precursor step, not mandatory recycling quotas — that's likely to follow as the framework matures.
- These are draft guidelines, not yet a finalized binding rule directly enforceable on individual homeowners — but they set the direction for compliance obligations that will increasingly fall on manufacturers, EPC companies, and importers.

Why This Matters If You're Buying Solar Now
A panel installed today in Coimbatore, Chennai, or anywhere in Tamil Nadu will likely still be generating power in 2050. By then, end-of-life management won't be optional — formal storage, handling, and (eventually) recycling obligations on manufacturers and recyclers will determine who handles your old panels and how.
Practical implications for buyers:
- Check your manufacturer's compliance registration. Manufacturers and bulk handlers of solar PV waste are expected to register and follow CPCB's storage and handling SOPs. Ask your installer which brand they're quoting and whether that manufacturer has a stated end-of-life or recycling policy — formal recycling targets aren't yet mandated, but established manufacturers increasingly offer this voluntarily.
- Damaged panels aren't just thrown away. If a panel is damaged during a cyclone, hailstorm, or transport (relevant for coastal Tamil Nadu installations), it should be routed through authorized e-waste channels — not general waste.
- Warranty and recycling are linked. A 25-year panel warranty from an established brand also implies the manufacturer is likely to still exist and remain compliant with storage/handling rules decades from now. This is one more reason to be cautious about unbranded or grey-market panels.
- Recycling has real recovery value. Crystalline silicon panels are roughly 75-80% glass and aluminium frame by weight, both of which are straightforward to recycle. The silicon, silver, and copper inside the cells are harder to recover but carry the most material value — this is why formal recycling infrastructure (rather than informal scrapping) matters.
What Happens During Recycling
A typical end-of-life solar panel recycling process:
- Collection — panels are gathered from decommissioning sites (residential, commercial, or utility-scale) and transported to authorized facilities under the storage and transport rules.
- Frame and glass separation — the aluminium frame and glass cover (the bulk of the panel's weight) are mechanically separated and recycled through standard metal and glass recycling streams.
- Cell-level recovery — the encapsulated silicon cells, along with silver and copper conductors, go through more specialized processes (thermal, chemical, or mechanical) to recover valuable materials.
- Disposal of residuals — any non-recoverable material is disposed of per hazardous/e-waste norms, since panels can contain trace amounts of lead and cadmium depending on cell technology.
Most homeowners and businesses will never need to manage this process directly — it's the installer's and manufacturer's responsibility under the storage and handling framework. But knowing it exists helps you ask the right questions before signing a contract.
What to Ask Your Installer
Before finalizing a solar quote in Tamil Nadu, it's reasonable to ask:
- Which manufacturer's panels are being supplied, and are they ALMM-listed (a baseline indicator of a manufacturer with formal compliance processes — see our guide on spotting fake or non-compliant panels)?
- Does the manufacturer have a published end-of-life or take-back policy (voluntary, since it isn't yet a mandated recycling target)?
- What happens to panels damaged during installation or under warranty claims — are they replaced and the damaged unit recycled, or does it become the customer's problem?

Most crystalline silicon panels are largely glass and aluminium, but cells can contain trace amounts of lead (in solder) and, for some older or specific cell types, cadmium. This is precisely why they're classified as e-waste rather than general waste, and why proper recycling channels — rather than informal scrapping — matter.
Does this affect the 25-year warranty on my panels?
No. The warranty covers performance and defects during the panel's operating life. EPR and recycling rules apply at decommissioning, after the panel's service life ends — they're a separate, later-stage obligation on the manufacturer, not a change to your existing warranty terms.
