Quick answer: When a house with rooftop solar is sold in Tamil Nadu, the solar system and net meter stay with the property and its EB service connection. The buyer applies for an EB name transfer on the TANGEDCO distribution portal (now run by TNPDCL), using the registered sale deed. The net-metered connection, with its bi-directional meter, then continues in the new owner's name. Any PM Surya Ghar and G.O. 102 subsidy already paid stays with the original applicant; the buyer can't claim it again on that connection. The steps that usually go wrong are timing, a missing sale-agreement clause, and warranty paperwork.
What Moves With the House, and What Doesn't
| Item | After the sale |
|---|---|
| Panels, inverter, structure | Belong to the property, passing to the buyer unless the agreement excludes them |
| EB service connection number | Stays the same; only the name on it changes |
| Bi-directional (net) meter | Stays on the connection |
| Net metering arrangement | Continues on the connection after name transfer |
| Banked export units / credits | Settled per TANGEDCO's billing cycle; agree in writing who benefits up to the handover date |
| PM Surya Ghar subsidy | Already paid to the seller; not reclaimable by the buyer for the same connection |
| G.O. 102 state top-up | Same: paid once, to the original applicant |
| Panel and inverter warranties | Usually transferable, but check each manufacturer's terms and keep the invoice |
| Vendor's 5-year maintenance (PM Surya Ghar) | Tied to the installation; tell the vendor the owner has changed |
Step-by-Step: EB Name Transfer After Purchase
The buyer does this after the sale deed is registered.
- Go to the TNPDCL portal (tnpdcl.org, formerly TANGEDCO) and choose the name transfer service. Enter the service connection number and region.
- Upload documents, usually as PDFs under 2 MB each:
- Registered sale deed (or gift or settlement deed)
- Latest paid EB bill for the connection
- Buyer's ID proof (Aadhaar)
- Undertaking or indemnity, if your section office asks for one
- Pay the fee. Domestic name transfer has historically been a few hundred rupees (reported around ₹700, including GST). Confirm the current amount on the portal.
- Section office verification. The Assistant Engineer verifies documents and may visit. Mention on the application that the connection has rooftop solar with net metering, so the section knows the meter is bi-directional.
- Security deposit is adjusted or transferred per TANGEDCO rules. Settle any refund to the seller in the sale agreement.
- Confirm the next bill shows the new name and still shows export and import readings. If export readings disappear, raise it with the section office immediately.
Clear all EB dues before registration. Pending arrears follow the connection and hold up the transfer.
Sellers: Put This in the Sale Agreement
A short solar clause prevents most disputes:
- The rooftop solar system (capacity, panel and inverter make, serial numbers) is included in the sale price.
- The seller hands over: installation invoice, commissioning certificate, net meter agreement copy, PM Surya Ghar application and subsidy receipt, panel and inverter warranty cards, vendor contact details, and the inverter monitoring app login.
- Who keeps the EB security deposit, and who benefits from banked solar units up to handover.
- The seller confirms the system is working on handover day, with a screenshot of the inverter app showing generation.

Timing Mistakes That Cost Money
Selling before the subsidy is paid. PM Surya Ghar and the G.O. 102 top-up are paid to the original applicant's bank account after commissioning and inspection. If you sell between installation and payment, the money still goes to the seller's account, but the buyer controls the connection and future inspections. Finish the subsidy cycle before registering the sale, or agree in writing how a late payment will be handled.
Selling mid-application. If the PM Surya Ghar application is pending feasibility or installation, it's usually cleaner for the seller to withdraw it and the buyer to apply fresh after name transfer. Check with the vendor and the portal before deciding.
Delaying the name transfer. Until it's done, bills and net metering correspondence go to the seller. If the buyer later wants to increase sanctioned load or convert to three-phase to expand the system, they'll need the connection in their own name first.
Moving Your Solar to the New House?
Some sellers want to take the panels with them. Before you do:
- The subsidy was given for that installation on that connection. Removing it soon after receiving subsidy may conflict with the scheme's terms. Read your PM Surya Ghar agreement and check with the portal or DISCOM before dismantling.
- Removal, transport and reinstallation typically cost ₹8,000–₹15,000 for a 3 kW system, plus new net metering at the new address.
- The new house's connection may be eligible for its own subsidy on a new installation. Reinstalling old panels usually won't qualify.
In most cases, leaving the system and pricing it into the sale works out better than moving it.
Buyers: Checks Before You Pay
- Look at the last two EB bills. Do they show both import and export readings?
- Open the inverter app with the seller and check the last 12 months of generation against expected units per kW.
- Check DCR and ALMM status of the panels. See how to spot fake panels.
- Inspect the structure and terrace for rust and leaks around anchors.
- Get the documents listed above before registration, not after.
FAQ
What happens to solar panels when you sell a house in Tamil Nadu?
They normally stay with the house and pass to the buyer, along with the net-metered EB connection. The buyer applies for EB name transfer with the registered sale deed, and net metering continues on the same service connection in the new owner's name.
How do I transfer an EB connection with a net meter to my name?
Apply for name transfer on the TNPDCL (formerly TANGEDCO) portal using the service connection number, registered sale deed, latest EB bill and your ID proof. Note on the application that the connection is net-metered. The section office verifies and updates the name; the meter and net metering arrangement stay as they are.
Can the buyer claim the PM Surya Ghar subsidy again?
Not for the same system on the same connection. The subsidy was paid once to the original applicant. A buyer who adds a separate new installation should check eligibility on pmsuryaghar.gov.in before assuming it qualifies.
Is the solar panel warranty transferable to the new owner?
Most panel and inverter manufacturers allow transfer to a new owner of the same site, but terms vary. Keep the original invoice and warranty cards, and register the change with the manufacturer if they require it.
What is the fee for EB name transfer in Tamil Nadu?
For domestic connections it has historically been a few hundred rupees, reported around ₹700 including GST. Check the current fee on the TNPDCL portal before applying.
